PD&A Expert Spotlight: Scott Migdole, MSW, LCSW
Scott Migdole is a highly sought-after expert in standard of care for adult and adolescent behavioral health across all levels of care, including hospital and juvenile justice malpractice cases. He has been the lead monitor for psychiatric hospitals under consent order and served as interim CEO/Temporary Manager for a 155-bed primary addiction residential facility also under consent order. His expertise extends to group homes and ensuring the safe and effective care for the state’s most vulnerable populations with serious mental health and/or co-occurring disorders. He has also consulted nationally on the interface between compliance and quality and their relationship to clinical documentation, treatment planning, medical necessity, and supervision. Mr. Migdole is the Chief Operating Officer of Yale Behavioral Health and the Yale Program on Supervision and holds an appointment as Assistant Clinical Professor in the Department of Psychiatry of the Yale School of Medicine. Within his Yale role, he (1) serves as the Lead of the Yale Behavioral Health Consulting Services Team designed to monitor and address concerns as defined by regulatory, accrediting, and/or oversight bodies, including quality of care, (2) directs for Yale its juvenile justice mental health services statewide in Connecticut, which includes pre- and post-adjudicated youth in detention centers and residential facilities, (3) directs outpatient mental health and substance use disorder services, (4) manages a comprehensive telephonic/mobile crisis service, and (5) provides extensive training and organizational consultation across the nation.
Mr. Migdole is a dynamic speaker and is the principal trainer for the Yale Program on Supervision. He was the lead trainer and organizational consultant in a statewide Supervision Competency Development Initiative that was federally funded through Connecticut’s Mental Health Transformation State Incentive Grant (T-SIG). He has consulted on supervision to numerous Connecticut state agencies including the Department of Mental Health and Addiction Services, Department of Corrections, Department of Children and Families, Connecticut Valley Hospital, as well as the Texas Juvenile Justice Department (TJJD), San Francisco Department of Public Health (behavioral health division for children and adults), the Children’s Behavioral Health Knowledge Center and MassHealth, the District of Columbia’s Department of Mental Health, and Canadian agencies.
Mr. Migdole has focused extensively on behavioral health workforce development, adherence to standards of care, and CMS compliance. He served on the editorial board of the journal Clinical Supervisor, has authored numerous peer-reviewed publications, and twice been an invited plenary speaker for the International Interdisciplinary Conference on Clinical Supervision. As a turnaround specialist, he has a proven ability to help organizations under extreme pressure to establish and implement policies, procedures, and clinical infrastructures more consistent with safety and quality, allowing them to exit consent orders and maintain their regulatory licenses moving forward.
He completed his social work training at Simmons College School of Social Work and then went on to complete a Dual Diagnosis Fellowship (e.g., individuals with mental health and substance use disorders) at the Yale Psychiatric Institute for both Inpatient and Partial Hospital Program (PHP) levels of care.
